Introduction

Shankey Agrawal is a partner at BMR Legal at the New Delhi office. He is a lead counsel for tax disputes in India, having been involved in a number of high-stake litigations. He has over 16 years of robust experience in tax litigation, tax frauds and white-collar crimes, his area of expertise. Agrawal also regularly advises and assists clients in relation to taxation and foreign exchange regulations-related violations, consequential investigations, and criminal prosecutions.

He obtained his Bachelor of Law from the esteemed Indian Law Society Law College, Pune. He is also a qualified company secretary from the Institute of Company Secretaries of India (ICSI) and qualified as an advocate-on-record of the Supreme Court. Agrawal is a member of the Bar Council of Delhi (BCD), International Bar Council (IBA), Supreme Court Bar Association (SCBA), Supreme Court Advocates on Records Association (SCOARA), Delhi High Court Bar Association, ITAT Bar Association and a Fellow Member of International Fiscal Association (IFA). He is also a member of the Tax Committee at the International Bar Association and BRICS Chamber of Commerce.

He has authored a book – Goods & Services Tax: Decoding important issues and emerging litigation trends for Taxmann Publications. He has also co-authored various academic pieces such as the India chapter in Bloomberg Tax’s Country Guides/VAT Navigator for 2023; “Indirect Transfer Tax – India’s Tryst with Retrospective Taxation and Treaty Disputes”, featured in IBFD’s Asia Pacific Bulletin and Chambers Tax Controversy Guide, 2023, India chapter.

He has authored various articles in reputable publications and journals on taxation and international trade law-related topics. In collaboration with the Associated Chambers of Commerce and Industry of India (ASSOCHAM), he has co-authored a report on Equalization Levy that has been expanded in scope with the enactment of the Finance Act, 2020, to tax the revenues from cross-border e-commerce transactions of non-resident operators.

Agrawal regularly speaks in various national and state level seminars on tax-related issues.
