Liu Zhenguo

Introduction

Liu Zhenguo is a senior partner at DeHeng Law Offices and a director of the DeHeng Charity Foundation. Liu is a Shenzhen Municipal People’s Congress deputy, a legal affairs committee member of its standing committee, a member of the Shenzhen Law Society’s 7th executive council, and was awarded an “outstanding lawyer” in Guangdong and an “elite talent” in Luohu district, Shenzhen.

Liu worked in legal affairs in various institutions and companies including the Shenzhen Taxation Bureau and Guoxin Securities, with an academic and professional background. He has been highly recommended several times in the corporate/commercial, capital markets (equity), and M&A areas by well-known legal rating agencies such as China Business Law Journal (CBLJ), Chambers Asia-Pacific Guide, IFLR1000, Asian Legal Business (ALB), Legalband and The Legal 500. He was nominated for the A-List 2023 by CBLJ and shortlisted for ALB’s 2021 “Managing Partner of the Year” 2021 (the coastal areas).

Having engaged in the capital markets of mainland China and Hong Kong for over 20 years, Liu has acted as lead counsel for important M&A deals including Ping An Insurance (Group) of China’s investment in Shenzhen Development Bank; China Resources Group’s acquisition and restructuring of China Huayuan Group, Huayuan Pharmaceuticals, Shanghai Pharmaceuticals and Double-Crane Pharmaceuticals; Huafa Group acquiring AFR in 2021; and Dahengqin Group acquiring Shenzhen Bauing Construction Holding Group in 2023. Liu’s team also participated in more than 20 significant A-share and Hong Kong IPO projects acting as PRC legal adviser for companies in the past decade.
