Introduction
Ray Liu is a global partner, founding partner, managing partner and chief representative of Dorsey & Whitney’s Beijing office. He is qualified to practice in the US state of New York and has achieved the PRC’s legal professional qualification and securities practitioner qualification.
Liu focuses on high-stakes cross-border dispute resolution, US litigation, international and foreign-related arbitration, major commercial and legal negotiations, cross-border investigations (government or criminal) and compliance matters. His practice areas also include cross-border investment and international trade, general corporate and M&A, capital markets, foreign direct investment, banking and insurance law, intellectual property rights and trade secrets, and cybersecurity and data privacy in a wide variety of sectors. Before joining Dorsey, he worked for the legal department of a major Chinese bank in New York City.
Liu has worked on a wide range of high-profile US litigations, international arbitrations, criminal and government investigations, overseas compliance matters, and cross-border transactions and negotiations that have earned him great recognition and deep trust from central-government-owned enterprises and state-owned enterprises, unicorn and public companies, prestigious multinationals, and Forbes- and Hurun-ranked high-profile individual clients.
His recent notable cases include representation in the following:
- A world-class PRC Internet conglomerate in its successful defence of its first jury trial case brought in the US, involving an IP infringement claim of over USD300 million in damages plus disgorgement of profits. The plaintiff filed an appeal, and Liu’s team strategically followed with its own appeal. Pursuant to the stipulation of the parties, these appeals were voluntarily dismissed in late 2024;
- I-MAB Biopharma in its dispute with Tracon Pharmaceuticals and related legal issues. The ICC award was an important victory for I-Mab and its shareholders on multiple levels and ended the multi-year dispute and defeated claims of over USD$200 million from Tracon against I-Mab. The case was honoured with a Deals of the Year award 2023 by China Business Law Journal;
- One of the largest Chinese asset management companies in a high-profile cross-border dispute held in Hong Kong with a significant disputed amount, in which a precedent-setting victory was obtained for the client;
- One of the most prominent entrepreneurs (Forbes-ranked) and founder of a well-known Chinese conglomerate in a high-profile civil and criminal case in the US. The case was successfully dismissed strongly in favour of the client;
- Various Chinese leading technology unicorn companies in their IP disputes brought in the US and Europe, achieving dismissals and settlement in the clients’ favour;
- Major Chinese banks in handling US litigation, long-arm jurisdiction, anti-money laundering, counter-terrorism financing, and bank regulatory and fraud investigation matters in the state of New York;
- Fortune 500 corporates in all types of commercial litigation and arbitration matters in mainland China and Hong Kong;
- A major creditor in the Chapter 11 US bankruptcy case filed by JIA Yueting;
- Managing and completing one of the largest US e-discovery and document review projects to date in China;
- A major Chinese international insurance company and its insureds in numerous major product liability, wrongful death and coverage cases in North America;
- A Chinese company and its executives in a US securities litigation, and in the first such case, helping the company and its executives obtain a complete dismissal of the lawsuit, also collecting damages and legal fees from the plaintiff’s firm; and
- Leading Chinese academics in filing an amicus brief in the high-profile Vitamin C antitrust litigation case before the US Supreme Court.
Liu actively participates in social activities and undertakes social responsibilities on top of his notable professional experience. He is frequently invited to deliver keynote speeches at major international investment, economic and legal forums and seminars, as well as to lecture at Chinese bar associations and in continuing legal education courses in the US. He is also regularly interviewed by People’s Daily, Global People, CGTN, Yicai, China Business Network and The New York Times, and invited to comment on US-China legal and economic issues that are widely covered by mainstream media.
Liu graduated from Vanderbilt University Law School in the US and China University of Political Science and Law (CUPL). He received CUPL’s Outstanding Alumni Award twice. He is an adjunct tutor at the Master of Laws School and Business School of CUPL, an adjunct tutor for the cross-border lawyer programme of the Master of Laws School and a director of the CUPL International Law School Alumni Association, national secretary-general and liaison contact of the North America Alumni Association, and a graduate lecturer and tutor of business negotiation competition at the Business School of CUPL.
